FIREMAN – TRAINEE – SPECIAL RECRUITMENT FROM AMONG ST ONLY – FIRE AND RESCUE SERVICES

Applications are invited from qualified Scheduled Tribe candidates of Kerala State for selection to the following post. Applications must be submitted online through the official website of the Commission after One Time Registration. Candidates who have already registered can apply through their profile. The photo uploaded through One Time Registration should be the one taken after 31.12.2010 and also bear the name of candidate and the date of photo taken should be recorded in the bottom of the photograph. The uploaded photo will be having a validity of ten years from the date of photograph taken.

Note:­ The above Vacancy is now in existence. The Ranked list of selected candidates published by the Commission shall remain in force for a minimum period of one year and a maximum period of three years provided that the said list will not continue to be in force if a new list after the expiry of the minimum period of one year is published. Recruitment will be made for the above vacancies and also for the vacancies reported for special recruitment for ST only during pendency of the list.

5 Method of Appointment : Direct Recruitment (Special Recruitment from among Scheduled Tribes only).

Note:­ Applications received from candidates other than Scheduled Tribe candidates will be rejected. Individual communications regarding the rejection of their applications for the above reason will not be issued.

6 Age : 18 – 31

Only Candidates born between 02.01.1985 and

01.01.1998 (both dates included) are eligible to apply for

this post. No other age relaxation will be allowed.

Note :- Women and Physically handicapped person are not eligible to apply for the post.

7 Qualifications

1 Must have passed Plus two or its equivalent Examination Note :­ KS & SSR Part II Rule 10(a) ii is applicable.

2 Physical Measurement :­ Must not be less than the following standards.

Height – 160 cms (without footwear)
Chest – 76 cms
Chest expansion – 5 cms
Weight – 48 kgs.

Note :­ Physical measurement of the candidates will be taken prior to the test and those who do not satisfy the prescribed Physical standards will not be allowed

to participate in the Physical efficiency test under any circumstances.
3 Must have proficiency in swimming Preferential – Diploma in Computer Application

4 Must be certified to possess the visual standards as specified below (without Glasses)

Note :­ Must be certified to possess the visual standards specified above without glasses. Candidates should produce a Medical Certificate issued by a Medical Officer not below the rank of Civil Surgeon Grade II as to the candidates physique, fitness and capacity for rough outdoor work and also of the visual standrds at the time of physical efficiency test.

Note : – Details regarding standards of vision should be clearly stated in the certificate, as given above and vague statements such as vision ‘Normal’ ‘Average’ etc. will not be accepted. Specification for each eye should be stated separately against each item. If the Specifications are not as indicated above, the officer issuing the certificate should notify whether the candidate has got better standards of vision or worse standards of vision, as the case may be, otherwise the certificate will not be accepted.

5 Physical efficiency test – A Physical efficiency test will be conducted by the Commission to assess the physical efficiency of the candidates. Candidates must qualify in atleast 5 out of 8 items in the physical efficiency test showing the minimum standards of efficiency as noted below.

Note :­ The proficiency in swimming will be tested by a practical test conducted by the Commission.

Preferential :­ Other conditions being equal, the Home Guard Volunteers who have completed a tenure of three years in that organizations and who have satisfactorily undergone training in Fire Fighting during the period of tenure shall be treated as having preferential qualification for direct recruitment to the post.

Probation:­ Every person appointed to the post shall from the date on which he joins

duty, after he completes the training and examination will be on probation

for a period of two years on duty within a continuous period of three years.

Training :­ (i) Training for a period of 6 months in the State Fire Service Training School or in any other institution as may be fixed and pass the examination in the subject prescribed for the course.

(ii) After the above training six months practical training at a Fire Station and a pass in the examination in the subjects prescribed for the course.

Note :(i) A written and practical test will be conducted during the last fortnight of the period of training at the close of training. Those who fail to qualify in either one or both tests shall have their training extended for a further period of one month, at the end of which they shall be tested again in the subejcts in which they failed. The Director of Fire & Rescue Service shall allow a third chance to pass the course to all fireman recruits who fail at the re­test.

(ii) Seniority among recruits, who have qualified in the test conducted by Fire

and Rescue Services Academy shall be determined on the basis of effective advice of KPSC and they shall be appointed to service on the basis of seniority list, only after completion of successful training.

Bond :­ A person appointed to the post of Fireman (Trainee)shall execute a bond, binding himself to service in the Department for a period of 7 years and to pay to Government an amount of J 3,000/­ in case of failure to serve in the department for the said period.

8 Mode of Submitting application:

Candidates must register as per ‘ONE TIME REGISTRATION’ with the official website of Kerala Public Service Commission www.keralapsc.gov.in before applying for the post. Candidates who have registered can apply by logging on to their profile using their User­ID and password. Candidates must click on the ‘Apply Now’ button of the respective posts in the Notification Link to apply for a post. The photograph uploaded should be one taken on or after 31/12/2010. Name of the candidate and the date of taking photograph should be printed at the bottom portion. The photograph once uploaded meeting all requirements shall valid for 10 years from the date of uploading. There is no change in other instructions regarding the uploading of photographs. No application fee is required. Candidates shall take a printout of the application by clicking the link Registration Card in their profile. Candidates are responsible for the correctness of the personal information and secrecy of password. Before the final submission of the application on the profile candidates must ensure correctness of the information on their profile. They must quote the User­ID for further communication with the Commission. Application submitted is provisional and cannot be deleted or altered after submission. The application will be summarily rejected if noncompliance with the notification is found in due course of processing. Documents to prove qualification, experience, community, age etc. have to be produced as and when called for.

12 Appointment are made on the basis of the rank secured in the ranked list of candidates prepared in pursuance of this notification subject to the conditions laid down in G.O.(MS) No.142/72/PD dated 13.04.1972, G.O.(MS) No. 309/73/PD dated 29.11.1973, G.O.(P) No. 21/76/PD dated, 17.01.1976 and G.O.(P) No.25/94/GAD dated, 22.01.1994 allowing special reservations to Scheduled Castes and Scheduled Tribes in accordance with the procedures made for this purpose from time to time and subject to the rules under sections 3(c), 17(a), 17(b) of Part II of Kerala State and Subordinate Service Rules, 1958.n G.O.(P) No. 21/76/PD dated, 17.01.1976 and G.O.(P) No.25/94/GAD dated, 22.01.1994 allowing special reservations to Scheduled Tribes in

accordance with the procedures made for this purpose from time to time and subject to the rules under sections 3(c), 17(a), 17(b) of Part II of Kerala State and Subordinate Service Rules, 1958.

13 If a Written / OMR Test is conducted as part of this selection, Admission Ticket for eligible candidates will be made available in their Profile for One Time Registration and the date of downloading will be included in the Examination Calendar. Candidates can download Admission Ticket for 15 days from this date. Candidates who have downloaded the Admission Ticket will alone be permitted to attend the examination.
